Foam-Tac is a very popular foam-safe contact cement that is designed specifically for foam. Manufactured by Beacon Adhesives.
It stays flexible after it dries, so it can be used to make hinges but it also works really well for general model construction. Its waterproof and can be used on balsa and carbon-fiber as well as foam, and has many other uses as well. Dries clear.
The large 2oz tube is best if you use a lot of glue. Foam-Tac is also available in smaller 1-oz and "mini" 5ml squeeze tubes which both have fine-tip small nozzles.
Shelf life was a problem with the old 2-oz bottle - Beacon discontinued it and is now producing a 2-oz squeeze tube which helps stop evaporation and makes it last much longer. But the 2-oz tube doesn't have a nozzle! So Rabid Models made a 3D-printed nozzle - there is one with a 2.5mm opening and another with a 3.5mm opening. The nozzles make it much easier to dispense smaller amounts.
